What is the role of Itsekiri In Diaspora in the insurance scheme ?I) The role of Itsekiri In Diaspora in this initiative is that of ITF partner - sponsor. Sponsor of Health Insurance premiums for family, friends or other Itsekiri beneficiaries the Diaspora based sponsor may choose to have enrolled. Sponsor is encouraged to enrol themselves and their Diaspora-based family members in the case where they travel to Nigeria often, so they benefit, where needed. II) Family members or community members can access Health Service providers ((HCP) beyond the Warri metropolis. Each of the HMOs have HCPs partners across the nation, however, our pitch for emphasis is for our Iwere land based beneficiariesiii) This initiative is targeted to all Itsekiri in Iwereland as Itsekiri In Diaspora will direct, however, you will observe that the good HCPs are located in the major cities like Warri, Sapele, Asaba and Benin etc.Please note that this is a partnership with Itsekiri in the Diaspora (Itsekiri In Diaspora) and you may wish to target specific riverine communities directly, and this will be executed.

What strategic benefit does it bring to Itsekiri In Diaspora ?i) As the coalition body of all Itsekiri in the Diaspora, I will expect it will better streamline and emphasise the level of CSR impact Itsekiri In Diaspora members already afford beneficiaries in Iwereland. - This initiative is Transparent and Accountable and can comply with non-discrimination guidelines as selection and engagement of beficiaries is not within sphere of influence of partner-sponsor organisation - Further visibility for the association - strenghtens Itsekiri, shows us all working as one ii) For Itsekiri individual sponsors, it will help them budget and manage their health intervention spend with family and friends in Nigeria

How do we ensure that the health care providers are actually delivering services optimally as agreed, are they trusted providers and is there a regulatory system or body in place to check their activities or services to ensure they are efficient? People want to get value for what they contributing into."i) The selected Health Insurance provider, AxaMansard HMO - https://www.axamansard.com & Hygeia HMO - https://www.hygeiahmo.com, are two on the most reputable HMO in Nigeria, they both have strong foreign affiliation through investment, and went through a detailed selection process by ITF. ii) The health management sector has a regulator - National Healh Insurance Scheme (NHIS) tasked with ensuring provision of Universal Health coverage to all in Nigeria: Please read more about them from their website - https://www.nhis.gov.ng iii) This initiative is to be overseen and managed by a board of competent and concerned Itsekiri, made up in part with representatives of ITF Partner-sponsor organisations. The Itsekiri Health Insurance Program (IHIP) will be managed through CIMPLE Heathcare, a blockchain and cloud based platform. This gives ITF and its sponsor-partners a means to manage and review the performance of the program - usage of sponsorship fund and performance of the selected HMOs.

Has the digital platform been used in the past, if yes how efficient is it and if it's a new system what mechanism do they have in place to ensure that there will be no unnecessary hiccups and what is the level of security of the digital platform?"i) The CIMPLE Healthcare portal is currently being used in the Oyo State Health Insurance scheme being rolled out by HE, Gov Makinde. If I am a contributor and I feel I am not getting value for the money, can I opt out? If yes, what are the terms and conditions (legal implications) for joining and opting out of the IHIP?"i) Yes. Better still, you may want to suggest a better way to impliment the program. What are the sustainability plans for this Health Access Initiative?The Health Insurance premiums have been defined such that they are affordable, ITF is engaging potential partner-sponsors to plan for a mininum 2-3 year sponsorship, annual premium to be paid yearly. However, this is at the discretion of the partner-sponsor. ITF will be looking to engage other local and International NGOs focused on Universal Health Care for sponsorship, hence the integrity, accountability and transparency of the program operations is important to us, and its sustainability

Due to the volatility in the Nigerian economy and system generally, How do we ensure there is transparency in the system and what assurance would be given to contributors that their money contributed is safe and is the assurance legally binding"Transparency of management of this initiative-partnership is underpinned by the Itsekiri Trust Fund (ITF) board of trustees, led by Mr Austine Ometoruwa (Please refer to brief profile of the ITF document for a list of other trustees). The ITF is duly registered with the Corporate Affairs Commission, in Nigeria, as an Incorporated Trustee. Technology wise, we believe the CIMPLE Healthcare platform is water-tight transparent as an aggregator platform for managing this scheme. How were the two Health Maintenance Organisations (HMOs) chosen and what is their delivery rate to patients?The two HMOs was selected by a interrogatory process executed by an experienced Insurance Brokerage firm called WeCare Brokers based on the HMOs service delivery, customer service and quality of enlisted Health Service providers in the Iwereland area Service delivery rate is acclaimed to be good. You may wish to do independent check using the list of HCPs

How long have the selected HMOs operated in Nigeria?The IHIP is designed to be non-discriminatory in its beneficiary selection process, as this program is design for all Itsekiri, irrespective of gender, religion, age and disability. However, we may have sponsor who by virtue of their established goals may wish to target a specific segment of Itsekiri. In a situation, where we are working with a sponsor-partner that requires affirmed non-discrimintion in the beneficiary selection process, we can work with that by random selection of the beneficiaries within communities and from different communities in Iwereland. All beneficiaries are MUST not be family members or relatives of sponsor-partner leadership team members. Our aggregation portal, CIMPLE Healthcare, affords us that opportunity too, as potential beneficiaries do their own online registration to create a pool to randomly select from, while our sponsor-partner is kept off the selection process.

Let’s assume that I want to put out up to $1500 annually to sponsor people. (i). How long will this commitment last? (ii). Do I have to submit the names of the 60 people?Commitment beyond a year at your discretion for as long as you want - however, for beneficiaries healthy continuity and sustainable health, we recommend a 3 years commitment period, with annual payments. You may choose to nominate the beneficiaries for your sponsorship; For individuals sponsoring, such beneficiaries may be their extended families or village/community folks in Nigeria; For registered charitable organisations, this may be a challenge as it may contradict charity rules in the country of origin

Are beneficiaries Itsekiri only and which local government area will they be from?The IHIP is designed for Itsekiri ONLY. The primary target area of beneficiaries is all local government areas considered Itsekiri homeland - Warri North, Warri South, Warri South-West, Uvwie and Okpe in Delta state, and Ikpoba-Okha in Edo state.

How would organisation sponsoring (sponsor-partners) get reports on the performance of the program?ITF, in engagment with the HMO partners, is expected to receive operational reports a minimum of twice (2) a year. This report is to the reviewed by the IHIP board, consisting of sponsor-partner. Report on Performance of the program will also be shared with sponsor-partners accordingly.

Would the ITF's include existing Itsekiri Helath Outreach programs to the IHIP?Where such programs exist, the ITF board will be willing to engage and collaborate, yes. The IHIP is for Itsekiri, by Itsekiri. The ITF board aspires to do all within its means to lift the health status and lifestyle of Itsekiri, in line with the Itsekiri Vision 2030 goals, so is open to collaborations for the betterment of Itsekiri
